Basic information about the intention to impose public service obligation in relation to scheduled air services on the route Letisko M.R. Štefánika Bratislava - Letisko Košice v. v.
Schedule, capacity and the contract period
- Operation of scheduled air services for the period 30 March 2025 – 30 October 2027, with the possibility of extension to 28 October 2028, for route stated below:
Letisko M. R. Štefánika Bratislava (LZIB/BTS) - Letisko Košice (LZKZ/KSC) v. v.
- Flights will be conducted on Monday, Wednesday and Friday morning from Letisko Košice (LZKZ/KSC) to Letisko M. R. Štefánika Bratislava (LZIB/BTS) v. v.
- The arrival at Letisko M. R. Štefánika Bratislava (LZIB/BTS) shall be no later than 08:30.
- The departure from Letisko M. R. Štefánika Bratislava (LZIB/BTS) shall be no earlier than 09:30.
- Flights will be conducted on Monday, Wednesday and Friday evening from Letisko Košice (LZKZ/KSC) to Letisko M. R. Štefánika Bratislava (LZIB/BTS) v. v.
- The arrival at Letisko M. R. Štefánika Bratislava (LZIB/BTS) shall be no later than 18:30.
- The departure from Letisko M. R. Štefánika Bratislava (LZIB/BTS) shall be no earlier than 19:30.
- Flights will be conducted on Sunday afternoon from from Letisko Košice (LZKZ/KSC) to Letisko M. R. Štefánika Bratislava (LZIB/BTS) v. v.
- The arrival at Letisko M. R. Štefánika Bratislava (LZIB/BTS) shall be no later than 18:30.
- The departure from Letisko M. R. Štefánika Bratislava (LZIB/BTS) shall be no earlier than 19:30.
- The seat capacity offered shall be at least 6 000 at each direction. The seating capacity of the aircraft shall be at least 40 seats, according to the decision on the public service obligation.
Basic conditions of financial compensation and profit margin
- The financial compensation is calculated in accordance with EU rules on State aid granted in the form of public service compensation to undertakings entrusted with the operation of services of general economic interest. According to Article 17(8) of the Regulation (EU) No 1008/2008, the compensation paid may not exceed the amount required to cover the net costs incurred in discharging each public service obligation, taking into account the revenue gained therefrom by the air carrier and a reasonable profit.

- The required compensation has to be based on an assessment of the actual expenses and income, and it must consider the minimum requirements of the public service obligation and the requirements of this invitation to tender. The compensation may only cover the expenses from the actual operation of the air services and the expenses formed on the Letisko Košice (LZKZ/KSC) and Letisko M. R. Štefánika Bratislava (LZIB/BTS) which are directly related to the services provided on this route.
- If the number of seats offered per route in an operating year is lower than the agreed number of seats, the compensation for the route may be reduced accordingly.
- The reasonable profit margin is granted, including a risk factor relating to aviation for the route in question, determined in accordance with Communication from the Commission – European Union framework for State aid in the form of public service compensation (2011) (2012/C 8/03) and Commission Decision of 20 December 2011 on the application of Article 106(2) of the Treaty on the Functioning of the European Union to State aid in the form of public service compensation granted to certain undertakings entrusted with the operation of services of general economic interest (notified under document C(2011) 9380) 2012/21/EU.
